TAKE ACTION - Write Letters to Bureau of Indian Affairs - Shingle Springs Band of Miwok Indians - Notices of Application - Comment Period

Dear Shingle Springs residents and rural lifestyle supporters,

Please see email below from Supervisor Ranalli's office.

We are asking that you write letters to request that the Bureau of Indian Affairs deny the Tribe's application to put more parcels into Trust. Reasons for denial include:

1) The process is broken and needs improvement so that tribes cannot abuse their sovereignty;

2) The Tribal Council is developing projects that are adversarial to local zoning laws and regulations;

3) The Tribal Council continues to break its obligations of its State Compact to be a good neighbor in Shingle Springs and El Dorado County; and

4) The Tribal Council previously did a bait and switch when it stated in its 2006 Fee-to-Trust application that it would develop parcels for a health facility and houses, but instead have developed a gun range and motocross track - and has announced plans to build over 100,000 square feet of commercial development, including a gas station, all within a rural, residential neighborhood.

Please send your letter ASAP so that it is received no later than May 30 to:

As part of the Tuesday, April 19, 2016, Board of Supervisors meeting agenda, the Board reviewed the two (2) Notices of (Non-Gaming) Land Acquisition Application submitted by the Shingle Springs Rancheria Band of Miwok Indians to the U.S. Department of the Interior, Bureau of Indian Affairs to have real property accepted into trust for the Shingle Springs Band of Miwok Indians by the Unites States of America.

The U.S. Department of the Interior, Bureau of Indian Affairs did review these applications and has released a Notice of Application for each of the two (2) Applications and is now seeking comments on the proposed acquisition. The County of El Dorado has 30 days to provide written comments to the Bureau of Indian Affairs regarding the proposed acquisition. Copies of each of the two (2) Notices is attached for your review. The Board provided direction to the Chief Administrative Officer to work in cooperation with County Counsel to coordinate and prepare to submit within the 30-day comment period, a comprehensive response on behalf of the County that incorporates the assessed impacts of the Federal Government accepting the specified parcels "in trust" that includes, but is not limited to, confirmation of the Legal Land Descriptions/Site Locations as provided within the two (2) Notices, assessment of the impact from the removal of the specified parcels from the tax roll, impact to surrounding land use and infrastructure, and impact to the delivery of County Services.

The Board also authorized the Chairman's signature on a letter to the Bureau of Indian Affairs to formally request a 30-day extension on the comment period. As part of this effort, Supervisor Ranalli requests that members of the community who wish to submit comments regarding the proposed acquisition, can submit comments either directly to his office and/or directly to the Bureau of Indian Affairs.

Comments submitted to Supervisor Ranalli will be forwarded immediately to County Counsel and the Chief Administrative Office to be included in the process to develop the County's response to the Bureau of Indian Affairs. Comments can be submitted to Supervisor Ranalli as follows:
