Dear Shingle Springs Residents and Rural Lifestyle Supporters:
Our voter-approved General Plan is being rewritten and the Board of Supervisors are meeting next week to receive Planning Department presentations and adopt the changes! This is cause for ALARM! Please join representatives of the Shingle Springs Community Alliance (SSCA), Save Our County (SOC), and Rural Communities United (RCU) in attending the meeting to provide comment and let the Supervisors know that we do not want changes that will result in loss of safeguards against incompatible development, particularly in Shingle Springs!
Meeting Place: BOS Hearing Room, 330 Fair Lane, Building A, Placerville (County Center)
Meeting Time: Tuesday, November 10, beginning at 10:30am, and Thursday, November 12, approximately 9:00am
For years now changes to the General Plan and zoning have been proceeding under the "Targeted General Plan Amendment and Zoning Ordinance Update" (TGPA/ZOU) program. Elements of rural lifestyle and environmental protections currently afforded under our General Plan will be eroded under the TGPA/ZOA provisions. If adopted, these changes will result in a developer-friendly General Plan.
It is important for community members to attend, be recognized, and be heard. The opportunity for public comment will be afforded intermittently throughout the meeting, but comment periods are not yet scheduled for specific times. The BOS denied our request for pre-scheduled public comment periods to allow community members to attend and provide comment without missing full days of work. However, as is stands now attending the meeting may include having to endure long periods of staff presentations before public comment is allowed; the County is not making the opportunity for public comment convenient. Targeted General Plan Amendment & Zoning Ordinance Update (TGPA-ZOU)
The Board of Supervisors will hold a public hearing for the TGPA-ZOU Project and Final Environmental Impact Report (EIR) beginning on November 10, 2015 in the Board Chambers, 330 Fair Lane, Placerville. The tentative* outline is below. *Note: All dates, times and topics listed below are subject to change. Additional dates and topics may be added. Please check this webpage for updates.
Tuesday, November 10
AM (approx. 10 am to 1 pm) - Project Background and Process
PM (approx. 2 pm to 5 pm) - Project Components focused on Rural Areas – Natural Resources, Agriculture and Rural Lands
Thursday, November 12
AM (approx. 9 am to Noon) - General Plan policies and Zoning Ordinance items related to community site design and general edits/clean-ups
PM (approx. 1 pm to 5 pm) - Project Components focused on Community Regions
Friday, November 13
The Board Chambers is reserved ALL DAY (approx. 9 am to 5 pm) - Continuation of previous discussions as needed and Board deliberation
