Here is a link to a CEQA Process Flowchart to help understand the process: http://ceres.ca.gov/ceqa/flowchart/index.html

Update 8-15-13:

The San Stino developer has entered into a contract with a consultant to perform an Environmental Impact Report on the proposed project. That process was expected to take 9-12 months. When the Draft Environmental Impact Report (DEIR) is published, the pubic will be invited to make comments that will be included in the final Environmental Impact Report. We will send out notification when the DEIR is available for comment.

Update 3-17-13:

The State's website shows that comments on the San Stino Notice of Preparation are due on 3-25-13, so please submit your comments by 3-25-13. Click here for instructions on How To Comment on the Notice of Preparation.

Update 2-28-13:

The Notice of Preparation (NOP) was published 2-22-13 and public comments are due 3-29-13. We will have a community meeting on Thursday, March 14, 2013, at 7:00pm at the Discovery Hills Church for updates and information on how to respond to the NOP. Click here for a copy of the NOP.

Update 1-10-13:

As of today, 1-10-13, the NOP still has not been published. Planning Services has been waiting for paperwork that is preventing the NOP from being published.

Original post 12-4-12:

On Tuesday, 12-4-12, I spoke to Pierre Rivas, the Planner on San Stino, to get a better understanding of the steps in the process. Here is a rough timeline of what to expect:

Pierre intends to get the Notice of Preparation (NOP) sent out next week. The NOP is notice to the public that the County has secured a consultant to start the Environmental Impact Report process. Click here to see a sample NOP. The County will also unveil the project at that time. Documents will be posted online and can be found on the Planning Services website. The public will have 30 days to comment on what environmental impacts need to be covered in the EIR. Comments must relate to the environmental impacts. I will try to get specific comment examples to post here.

The consulting firm is LSA in Berkeley, CA. LSA has estimated it will take 5 months from the start of the EIR process to submit an Administrative EIR to Planning Services. The Administrative EIR is for the County to look over for completeness and accuracy before publishing a Draft EIR (DEIR) to the public for comment. Then there will be a 30-day period for the public to comment on the DEIR.

The process is dictated by law of the State of California. To see a flow chart of the process, visit the El Dorado County CEQA webpage and click on CEQA Process Flow Chart.

Updates will be made to this page as they become available.
