Marble Valley and Lime Rock are moving ahead despite the drought

Dear Shingle Springs residents and rural lifestyle supporters,

Please note that an increase of the Environmental Impact Report (EIR) contract fees for the Marble Valley and Lime Rock residential projects are on the 3-11-14 Board of Supervisors Consent Calendar. Items on the Consent Calendar are approved without discussion unless a Supervisor pulls the item for discussion. The dollar amount of the contracts for the Environmental Impact Reports EIR are being increased, which means that the project applicant will be paying more for their EIRs.

The real question is, has the Board of Supervisors made it clear to the applicant that they are taking a risk by spending more money to move forward with a high-density residential project that is opposed by many community organizations while we are in a drought? If you are not familiar with these projects, they are located on the south side of Highway 50 between Bass Lake Road and Lime Kiln Road, and you can find more information here: http://www.thevillageofmarblevalley.com/ and http://www.limerockvalley.com/

Bottom line: The Draft Environmental Impact Reports are expected to be released at the end of March and we need to be on alert so that we can make comments on them.

Here are the Consent Calendar items for your reference:

5. 12-1370 Community Development Agency, Long Range Planning,

recommending the Board approve and authorize the Chair to sign the

following pertaining to the proposed Lime Rock Valley Specific Plan:

1) Amendment 1 to Funding Agreement No. 241-F1311 with G3

Enterprises, LLC increasing funding by $257,355 for a new total

not-to-exceed amount of $600,347; and

2) Amendment 1 to Agreement for Services No. 267-S1311 with ICF

Jones & Stokes, Inc., increasing the maximum obligation by $76,225 for

a new total not-to-exceed amount of $359,307 to provide direct

consultant services to the County for preparation of Environmental

Impact Reports and planning consultant services. (4/5 vote required)

FUNDING: Applicant Funding Agreement (No Federal Funding).

6. 14-0073 Community Development Agency, Long Range Planning,

recommending the Board consider the following:

1) Make findings pursuant to Section 3.13.030 of the County Ordinance

that it is more economical and feasible to engage an independent

contractor for peer review and development of a standard set of

guidelines for Fiscal Impact Analysis and Public Facilities Financing Plan

documents for three proposed Specific Plan Projects: Central El Dorado

Hills, Village of Marble Valley, and Lime Rock Valley; and

2) Approve and authorize the Chair to sign Agreement for Services No.

410-S1411 with Goodwin Consulting Group, Inc. for a term of three

years in an amount not-to-exceed $200,000.

FUNDING: Applicant Funding Agreement (No Federal Funding).

8. 12-1354 Community Development Agency, Long Range Planning,

recommending the Board approve and authorize the Chair to sign the

following pertaining to the proposed Village of Marble Valley Specific

Plan:

1) Amendment 1 to Funding Agreement No. 245-F1311 with Marble

Valley Company, LLC, increasing funding by $240,794 for a new total

not-to-exceed amount of $602,091; and

2) Amendment 1 to Agreement for Services No. 268-S1311 with ICF

Jones & Stokes, Inc., increasing the maximum obligation by $70,209 for

a new total not-to-exceed amount of $371,596 to provide direct

consultant services to the County for preparation of Environmental

Impact Reports and planning consultation services. (4/5 vote required)
